WHAT OCCURED IN OCTOBER 2019
On October 18, 2019
EVENT 201 - is a joint collaboration between John Hopkins Center for Health Security, the World Economic Forum and the Bill & Melinda Gates Foundation to address - Pandemic Preparedness in a novel zoonotic Corona Virus outbreak.
Event 201 simulates an outbreak of a novel zoonotic coronavirus transmitted from bats to pigs to people that eventually becomes efficiently transmissible from person to person, leading to a severe pandemic. The pathogen and the disease it causes are modeled largely on SARS, but it is more transmissible in the community setting by people with mild symptoms.
When it starts to spread efficiently from person to person in the low-income, densely packed neighborhoods of some of the megacities in South America, the epidemic explodes. It is first exported by air travel to Portugal, the United States, and China and then to many other countries. Although at first some countries are able to control it, it continues to spread and be reintroduced, and eventually no country can maintain control.
The scenario ends at the 18-month point, with 65 million deaths. The pandemic is beginning to slow due to the decreasing number of susceptible people. The pandemic will continue at some rate until there is an effective vaccine or until 80-90 % of the global population has been exposed. From that point on, it is likely to be an endemic childhood disease.

- According to The United Nations - During times of financial and economic crisis, households often adopt coping strategies, such as making changes in household expenditure patterns; however, these can negatively influence education, health and nutrition, which may lead to lifelong deficits, especially for children, and thus perpetuate the intergenerational transmission of poverty.

BILL GATES' CRIMINAL ACTIVITY IN POLITICAL CORRUPTION & THE FALL OF UKRAINE
2005 -2015
Between at least 2006 and 2015, GATES acted as an unregistered agent of the Government of Ukraine, the Party of Regions (a Ukrainian political party whose leader Victor Yanukovych was President from 2010 to 2014),
MANAFORT and GATES, among other things, directed a campaign to lobby United States officials on behalf of the Government of Ukraine, the President of Ukraine, and Ukrainian political parties. GATES transferred more than $3,000,000 from the offshore accounts to other accounts that he controlled.
In 2005, MANAFORT and another partner created Davis Manafort Partners, Inc. (DMP) to engage principally in political consulting. DMP had staff in the United States, Ukraine, and Russia. In 2011, MANAFORT created DMP International, LLC (DMI) to engage in work for foreign clients, in particular political consulting, lobbying, and public relations for the Government of Ukraine, the Party of Regions, and members of the Party of Regions. GATES worked for both DMP and DMI and served as MANAFORT's right-hand man.
The Patty of Regions was a pro-Russia political party in Ukraine.
Beginning in approximately 2006, it retained MANAFORT, through DMP and then DMI, to advance its interests in Ukraine, including the election of its slate of candidates. In 2010, its candidate for President, Yanukovych, was elected President of Ukraine. In 2014, Yanukovych fled Ukraine for Russia in the wake of popular protests of widespread governmental corruption.
The European Centre for a Modern Ukraine (the Centre) was created in or about 2012 in Belgium as a mouthpiece for Yanukovych and the Party of Regions. The Centre was used by MANAFORT, GATES, and others in order to lobby and conduct a public relations campaign in the United States and Europe on behalf of the existing Ukraine regime. The Centre effectively ceased to operate upon the downfall of Yanukovych in 2014.
To conceal the scheme, MANAFORT and GATES developed a false and misleading cover story that would distance themselves and the Government of Ukraine, Yanukovych, and the Party of Regions from the Centre, Company A, and Company B.
A total of 12 Statutory Allegations were brought against Manafort and Gates.

The term gain-of-function (GOF) research describes a type of research that modifies a biological agent so that it confers new or enhanced activity to that agent.
Such GOF approaches can sometimes be justified in laboratories with appropriate biosafety and biosecurity controls to help us understand the fundamental nature of human-pathogen interactions, assess the pandemic potential of emerging infectious agents, and inform public health and preparedness efforts, including surveillance and the development of vaccines and medical countermeasures. This research poses biosafety and biosecurity risks, and these risks must be carefully managed. When supported with NIH funds, this subset of GOF research may only be conducted in laboratories with stringent oversight and appropriate biosafety and biosecurity controls(link is external) to help protect researchers from infection and prevent the release of microorganisms into the environment.
U.S. Government Funding Pause
In 2014, the White House Office of Science and Technology Policy (OSTP), in coordination with agencies across the U.S. Government (USG), including the Department of Health and Human Services (HHS) and the National Institutes of Health (NIH), initiated a funding pause (link is external)on GOF research that was reasonably anticipated to confer attributes to influenza, Middle East Respiratory Syndrome (MERS), or SARS viruses such that the virus would have enhanced pathogenicity and/or transmissibility in mammals via the respiratory route.
The pause allowed the USG, in partnership with the life sciences community and stakeholders, to conduct a public, deliberative process with the explicit goal of developing a new federal policy framework to guide future investments in this area of research.

The National Institute of Allergy and Infectious Diseases (NIAID), an Institute within the National Institutes of Health (NIH), under the Department of Health and Human Services (HHS), has withdrawn its termination of grant R01AI110964, which supports the project Understanding the Risk of Bat Coronavirus Emergence. Accordingly, the grant is reinstated.
However, as you are aware, the NIH has received reports that the Wuhan Institute of Virology (WIV), a subrecipient of EcoHealth Alliance under R01AI110964, has been conducting research at its facilities in China that pose serious bio-safety concerns and, as a result, create health and welfare threats to the public in China and other countries, including the United States.
As the grantee, EcoHealth Alliance was required to “monitor the activities of the subrecipient as necessary to ensure that the subaward is used for authorized purposes, in compliance with Federal statutes, regulations, and the terms and conditions of the subaward . . .” 45 C.F.R. § 75.352(d). We have concerns that WIV has not satisfied safety requirements under the award, and that EcoHealth Alliance has not satisfied its obligations to monitor the activities of its subrecipient to ensure compliance.
Moreover, as we have informed you through prior Notices of Award, this award is subject to the Transparency Act subaward and executive compensation reporting requirement of 2 C.F.R. Part 170. To date you have not reported any subawards in the Federal Subaward Reporting System. Therefore, effective the date of this letter, July 8, 2020, NIH is suspending all activities related to R01AI110964, until such time as these concerns have been addressed to NIH’s satisfaction.
This suspension is taken in accordance with 45 C.F.R. § 75.371, Remedies for Noncompliance, which permits suspension of award activities in cases of non-compliance, and the NIH GPS, Section 8.5.2, which permits NIH to take immediate action to suspend a grant when necessary to protect the public health and welfare. This action is not appealable in accordance with 42 C.F.R. § 50.404 and the NIH GPS Section 8.7, Grant Appeals Procedures. However, EcoHealth Alliance has the opportunity to provide information and documentation demonstrating that WIV and EcoHealth Alliance have satisfied the above-mentioned requirements. Specifically, to address the NIH’s concerns, EcoHealth must provide the NIH with the following information and materials, which must be complete and accurate:
1. Provide an aliquot of the actual SARS-CoV-2 virus that WIV used to determine the viral sequence.
2. Explain the apparent disappearance of Huang Yanling, a scientist / technician who worked in the WIV lab but whose lab web presence has been deleted.
3. Provide the NIH with WIV’s responses to the 2018 U.S. Department of State cables regarding safety concerns.
4. Disclose and explain out-of-ordinary restrictions on laboratory facilities, as suggested, for example, by diminished cell-phone traffic in October 2019, and the evidence that there may have been roadblocks surrounding the facility from October 14-19, 2019.
5. Explain why WIV failed to note that the RaTG13 virus, the bat-derived coronavirus in its collection with the greatest similarity to SARS-CoV-2, was actually isolated from an abandoned mine where three men died in 2012 with an illness remarkably similar to COVID-19, and explain why this was not followed up.
6. Additionally, EcoHealth Alliance must arrange for WIV to submit to an outside inspection team charged to review the lab facilities and lab records, with specific attention to addressing the question of whether WIV staff had SARS-CoV-2 in their possession prior to December 2019. The inspection team should be granted full access to review the processes and safety of procedures of all of the WIV field work (including but not limited to collection of animals and biospecimens in caves, abandoned man-made underground cavities, or outdoor sites). The inspection team could be organized by NIAID, or, if preferred, by the U.S. National Academy of Sciences.
7. Lastly, EcoHealth Alliance must ensure that all of its subawards are fully reported in the Federal Subaward Reporting System During this period of suspension, NIH will continue to review the activities under this award, taking into consideration information provided by EcoHealth Alliance, to further asses compliance by EcoHealth Alliance and WIV, including compliance with other terms and conditions of award that may be implicated.
Additionally, during the period of suspension, EcoHealth Alliance may not allow research under this project to be conducted.
Further, no funds from grant R01AI110964 may be provided to or expended by EcoHealth Alliance or any subrecipients; all such charges are unallowable. It is EcoHealth Alliance’s responsibility as the recipient of this grant award to ensure that the terms of this suspension are communicated to and understood by all subrecipients.
EcoHealth Alliance must provide adequate oversight to ensure compliance with the terms of the suspension.
Any noncompliance of the terms of this suspension must be immediately reported to NIH.
Once the original award is reinstated, NIH will take additional steps to restrict all funding in the HHS Payment Management System in the amount of $369,819.
EcoHealth Alliance will receive a revised Notice of Award from NIAID indicating the suspension of these research activities and funding restrictions as a specific condition of award.

Peter Daszak’s EcoHealth Alliance Has Hidden Almost $40 Million In Pentagon Funding And Militarized Pandemic Science

Buried under their “Privacy Policy,” under a section titled “EcoHealth Alliance Policy Regarding Conflict of Interest in Research,” does the EcoHealth Alliance concede it is the “recipient of various grant awards from federal agencies including the National Institute of Health, the National Science Foundation, US Fish and Wildlife Service, and the US Agency for International Development and the Department of Defense.”
Even this listing is deceptive. It obscures that its two largest funders are the Pentagon and the State Department (USAID); whereas the US Fish and Wildlife Service, which accounts for a minuscule $74,487, comes before either.
Meticulous investigation of U.S. government databases reveals that Pentagon funding for the EcoHealth Alliance from 2013 to 2020, including contracts, grants and subcontracts, was just under $39 million. Most, $34.6 million, was from the Defense Threat Reduction Agency (DTRA), which is a branch of the DOD which states it is tasked to “counter and deter weapons of mass destruction and improvised threat networks.”
Most of the remaining money to EHA was from USAID (State Dept.), comprising at least $64,700,000 (1). These two sources thus total over $103 million.
Another $20 million came from Health and Human Services ($13 million, which includes National Institutes of Health and Centers for Disease Control), National Science Foundation ($2.6 million), Department of Homeland Security ($2.3 million), Department of Commerce ($1.2 million), Department of Agriculture ($0.6 million), and Department of Interior ($0.3 million). So, total U.S. government funding for EHA to-date stands at $123 million, approximately one third of which comes from the Pentagon directly. More military connectionsThe military links of the EcoHealth Alliance are not limited to money and mindset. One noteworthy ‘policy advisor’ to the EcoHealth Alliance is David Franz. Franz is former commander of Fort Detrick, which is the principal U.S. government biowarfare/biodefense facility.
David Franz was part of UNSCOM which inspected Iraq for alleged bioweapons — what were constantly referred to as WMDs or Weapons of Mass Destruction by the U.S. government and the media. Franz has been one of those eager to state, at least when discussing alleged Iraqi programs, that “in biology … everything is dual use — the people, the facilities and the equipment.” (NPR, May 14, 2003; link no longer available).
Just this year Franz wrote a piece with former New York Times journalist Judith Miller, whose stories of Iraqi WMDs did much to misinform the US public regarding the case for the 2003 invasion of Iraq. Their joint article, “A Biosecurity Failure: America’s key lab for fighting infectious disease has become a Pentagon backwater,” urges more funding for Fort Detrick.
Franz continued hyping the existence of Iraqi WMDs even after the invasion of Iraq. While she was still with the Times, Miller quoted him in a story “U.S. Analysts Link Iraq Labs To Germ Arms” on May 21, 2003 pushing the theory that Iraq had mobile biological WMD units. (This theory was debunked by the British scientist Dr David Kelly, who would die, apparently by suicide, soon thereafter.)

Some Ethical Considerations of the Current COVID-19 Vaccine Development
As described above, vaccine development is complex and involves many steps, and one of the most critical steps in development is the performance of adequate, well-controlled clinical trials to ensure that the ultimate vaccine will be safe and effective for public use. These trials, especially phase 3 trials, which provide the pivotal safety and effectiveness data, involve thousands of subjects and typically take months (and sometimes over a year) to complete, and this timeline does not include the time required for data analysis and generating the final report. It is conceivable that the clinical development timeline could be accelerated in the interest of getting the vaccine to market faster, but such acceleration introduces the possibility that subjects will not be monitored for a sufficient period of time.
The release of a vaccine for SARS-CoV-2 has enormous political and financial implications, and such factors only serve to muddy the ethics surrounding ongoing vaccine trials. An additional factor in the current race to develop a vaccine is that some of the potential SARS-CoV-2 vaccines are being developed from viral mRNA, a technology that has not been used before in a widely distributed vaccine. Any acceleration of the development or premarket review process for these vaccines could present potentially serious short-term or long-term risks for study subjects and those who receive the approved vaccine soon after release.
An additional factor to consider on the ethical side of the current situation is that SARS-CoV-2 vaccine developers will likely benefit from the protections afforded by the Public Readiness and Emergency Preparedness (PREP) Act, which shields developers of medical countermeasures and associated entities from liability relating to such products. In fact, the Department of Health and Human Services specifically extended PREP Act immunity over companies involved in the development, manufacture, testing, distribution, administration, and use of countermeasures relating to the COVID-19 pandemic. This means that SARS-CoV-2 vaccine developers need not fear a potential onslaught of product liability suits relating to their vaccines or other potential litigation, which usually serve as an additional incentive for manufacturers to ensure the safety and efficacy of their products.

Is it true that getting vaccinated repeatedly can reduce vaccine effectiveness?
A recent report examining studies from 2010-11 to 2014-15 concluded that the effectiveness of a flu vaccine may be influenced by vaccination the prior season or during many prior seasons (1). In some seasons, protection against influenza A(H3N2) virus illness may have been lower for people vaccinated in the current season and the prior season compared to those who had only been vaccinated in the current season. This fits with findings on immune response to vaccination that suggest repeated influenza vaccination can weaken immune response to vaccination and especially to the H3N2 vaccine component.

The Patty of Regions was a pro-Russia political party in Ukraine.

The National Institute of Allergy and Infectious Diseases (NIAID), an Institute within the National Institutes of Health (NIH), under the Department of Health and Human Services (HHS), has withdrawn its termination of grant R01AI110964, which supports the project Understanding the Risk of Bat Coronavirus Emergence. Accordingly, the grant is reinstated.
However, as you are aware, the NIH has received reports that the Wuhan Institute of Virology (WIV), a subrecipient of EcoHealth Alliance under R01AI110964, has been conducting research at its facilities in China that pose serious bio-safety concerns and, as a result, create health and welfare threats to the public in China and other countries, including the United States.
As the grantee, EcoHealth Alliance was required to “monitor the activities of the subrecipient as necessary to ensure that the subaward is used for authorized purposes, in compliance with Federal statutes, regulations, and the terms and conditions of the subaward . . .” 45 C.F.R. § 75.352(d). We have concerns that WIV has not satisfied safety requirements under the award, and that EcoHealth Alliance has not satisfied its obligations to monitor the activities of its subrecipient to ensure compliance.
Moreover, as we have informed you through prior Notices of Award, this award is subject to the Transparency Act subaward and executive compensation reporting requirement of 2 C.F.R. Part 170. To date you have not reported any subawards in the Federal Subaward Reporting System. Therefore, effective the date of this letter, July 8, 2020, NIH is suspending all activities related to R01AI110964, until such time as these concerns have been addressed to NIH’s satisfaction.
This suspension is taken in accordance with 45 C.F.R. § 75.371, Remedies for Noncompliance, which permits suspension of award activities in cases of non-compliance, and the NIH GPS, Section 8.5.2, which permits NIH to take immediate action to suspend a grant when necessary to protect the public health and welfare. This action is not appealable in accordance with 42 C.F.R. § 50.404 and the NIH GPS Section 8.7, Grant Appeals Procedures. However, EcoHealth Alliance has the opportunity to provide information and documentation demonstrating that WIV and EcoHealth Alliance have satisfied the above-mentioned requirements. Specifically, to address the NIH’s concerns, EcoHealth must provide the NIH with the following information and materials, which must be complete and accurate:
1. Provide an aliquot of the actual SARS-CoV-2 virus that WIV used to determine the viral sequence.
2. Explain the apparent disappearance of Huang Yanling, a scientist / technician who worked in the WIV lab but whose lab web presence has been deleted.
3. Provide the NIH with WIV’s responses to the 2018 U.S. Department of State cables regarding safety concerns.
4. Disclose and explain out-of-ordinary restrictions on laboratory facilities, as suggested, for example, by diminished cell-phone traffic in October 2019, and the evidence that there may have been roadblocks surrounding the facility from October 14-19, 2019.
5. Explain why WIV failed to note that the RaTG13 virus, the bat-derived coronavirus in its collection with the greatest similarity to SARS-CoV-2, was actually isolated from an abandoned mine where three men died in 2012 with an illness remarkably similar to COVID-19, and explain why this was not followed up.
6. Additionally, EcoHealth Alliance must arrange for WIV to submit to an outside inspection team charged to review the lab facilities and lab records, with specific attention to addressing the question of whether WIV staff had SARS-CoV-2 in their possession prior to December 2019. The inspection team should be granted full access to review the processes and safety of procedures of all of the WIV field work (including but not limited to collection of animals and biospecimens in caves, abandoned man-made underground cavities, or outdoor sites). The inspection team could be organized by NIAID, or, if preferred, by the U.S. National Academy of Sciences.
7. Lastly, EcoHealth Alliance must ensure that all of its subawards are fully reported in the Federal Subaward Reporting System During this period of suspension, NIH will continue to review the activities under this award, taking into consideration information provided by EcoHealth Alliance, to further asses compliance by EcoHealth Alliance and WIV, including compliance with other terms and conditions of award that may be implicated.
Additionally, during the period of suspension, EcoHealth Alliance may not allow research under this project to be conducted.
Further, no funds from grant R01AI110964 may be provided to or expended by EcoHealth Alliance or any subrecipients; all such charges are unallowable. It is EcoHealth Alliance’s responsibility as the recipient of this grant award to ensure that the terms of this suspension are communicated to and understood by all subrecipients.
EcoHealth Alliance must provide adequate oversight to ensure compliance with the terms of the suspension.
Any noncompliance of the terms of this suspension must be immediately reported to NIH.
Once the original award is reinstated, NIH will take additional steps to restrict all funding in the HHS Payment Management System in the amount of $369,819.
EcoHealth Alliance will receive a revised Notice of Award from NIAID indicating the suspension of these research activities and funding restrictions as a specific condition of award.

Peter Daszak’s EcoHealth Alliance Has Hidden Almost $40 Million In Pentagon Funding And Militarized Pandemic Science

Buried under their “Privacy Policy,” under a section titled “EcoHealth Alliance Policy Regarding Conflict of Interest in Research,” does the EcoHealth Alliance concede it is the “recipient of various grant awards from federal agencies including the National Institute of Health, the National Science Foundation, US Fish and Wildlife Service, and the US Agency for International Development and the Department of Defense.”
Even this listing is deceptive. It obscures that its two largest funders are the Pentagon and the State Department (USAID); whereas the US Fish and Wildlife Service, which accounts for a minuscule $74,487, comes before either.
Meticulous investigation of U.S. government databases reveals that Pentagon funding for the EcoHealth Alliance from 2013 to 2020, including contracts, grants and subcontracts, was just under $39 million. Most, $34.6 million, was from the Defense Threat Reduction Agency (DTRA), which is a branch of the DOD which states it is tasked to “counter and deter weapons of mass destruction and improvised threat networks.”
Most of the remaining money to EHA was from USAID (State Dept.), comprising at least $64,700,000 (1). These two sources thus total over $103 million.
Another $20 million came from Health and Human Services ($13 million, which includes National Institutes of Health and Centers for Disease Control), National Science Foundation ($2.6 million), Department of Homeland Security ($2.3 million), Department of Commerce ($1.2 million), Department of Agriculture ($0.6 million), and Department of Interior ($0.3 million). So, total U.S. government funding for EHA to-date stands at $123 million, approximately one third of which comes from the Pentagon directly. More military connectionsThe military links of the EcoHealth Alliance are not limited to money and mindset. One noteworthy ‘policy advisor’ to the EcoHealth Alliance is David Franz. Franz is former commander of Fort Detrick, which is the principal U.S. government biowarfare/biodefense facility.
David Franz was part of UNSCOM which inspected Iraq for alleged bioweapons — what were constantly referred to as WMDs or Weapons of Mass Destruction by the U.S. government and the media. Franz has been one of those eager to state, at least when discussing alleged Iraqi programs, that “in biology … everything is dual use — the people, the facilities and the equipment.” (NPR, May 14, 2003; link no longer available).
Just this year Franz wrote a piece with former New York Times journalist Judith Miller, whose stories of Iraqi WMDs did much to misinform the US public regarding the case for the 2003 invasion of Iraq. Their joint article, “A Biosecurity Failure: America’s key lab for fighting infectious disease has become a Pentagon backwater,” urges more funding for Fort Detrick.
Franz continued hyping the existence of Iraqi WMDs even after the invasion of Iraq. While she was still with the Times, Miller quoted him in a story “U.S. Analysts Link Iraq Labs To Germ Arms” on May 21, 2003 pushing the theory that Iraq had mobile biological WMD units. (This theory was debunked by the British scientist Dr David Kelly, who would die, apparently by suicide, soon thereafter.)

Some Ethical Considerations of the Current COVID-19 Vaccine Development
As described above, vaccine development is complex and involves many steps, and one of the most critical steps in development is the performance of adequate, well-controlled clinical trials to ensure that the ultimate vaccine will be safe and effective for public use. These trials, especially phase 3 trials, which provide the pivotal safety and effectiveness data, involve thousands of subjects and typically take months (and sometimes over a year) to complete, and this timeline does not include the time required for data analysis and generating the final report. It is conceivable that the clinical development timeline could be accelerated in the interest of getting the vaccine to market faster, but such acceleration introduces the possibility that subjects will not be monitored for a sufficient period of time.
The release of a vaccine for SARS-CoV-2 has enormous political and financial implications, and such factors only serve to muddy the ethics surrounding ongoing vaccine trials. An additional factor in the current race to develop a vaccine is that some of the potential SARS-CoV-2 vaccines are being developed from viral mRNA, a technology that has not been used before in a widely distributed vaccine. Any acceleration of the development or premarket review process for these vaccines could present potentially serious short-term or long-term risks for study subjects and those who receive the approved vaccine soon after release.
An additional factor to consider on the ethical side of the current situation is that SARS-CoV-2 vaccine developers will likely benefit from the protections afforded by the Public Readiness and Emergency Preparedness (PREP) Act, which shields developers of medical countermeasures and associated entities from liability relating to such products. In fact, the Department of Health and Human Services specifically extended PREP Act immunity over companies involved in the development, manufacture, testing, distribution, administration, and use of countermeasures relating to the COVID-19 pandemic. This means that SARS-CoV-2 vaccine developers need not fear a potential onslaught of product liability suits relating to their vaccines or other potential litigation, which usually serve as an additional incentive for manufacturers to ensure the safety and efficacy of their products.

Is it true that getting vaccinated repeatedly can reduce vaccine effectiveness?
A recent report examining studies from 2010-11 to 2014-15 concluded that the effectiveness of a flu vaccine may be influenced by vaccination the prior season or during many prior seasons (1). In some seasons, protection against influenza A(H3N2) virus illness may have been lower for people vaccinated in the current season and the prior season compared to those who had only been vaccinated in the current season. This fits with findings on immune response to vaccination that suggest repeated influenza vaccination can weaken immune response to vaccination and especially to the H3N2 vaccine component.
Information regarding flu vaccination history is particularly important to these types of evaluations, and can be difficult to confirm, as accurate vaccination records are not always readily available.

Through an innovative financing mechanism, JICA extended a loan of 5.63 billion rupees to the Government of Pakistan, which the Gates Foundation will repay if Pakistan meets polio eradication targets by 2013. Today’s grants will augment support to WHO, UNICEF and the World Bank for vaccine procurement, immunization campaigns and communication efforts for polio.
Progress against polio in Pakistan is critical to achieve global eradication because polio anywhere means there is a risk of polio everywhere. A recent outbreak in China proved to be genetically linked to earlier transmission in Sindh while virus circulation in Afghanistan has been linked to transmission of wild poliovirus in Sindh, Balochistan and KP/FATA.

The global initiative to eradicate polio is badly stuck, battling the virus on two fronts. New figures show the wild polio virus remains entrenched in Afghanistan and in Pakistan, its other holdout, where cases are surging. In Africa, meanwhile, the vaccine itself is spawning virulent strains.
"The biggest problem for me for a long time was recognizing that we truly have a problem, and business as usual will not get us to the finish line," says Roland Sutter, who leads polio research at the World Health Organization (WHO) in Geneva, Switzerland, where the polio eradication effort is based. "The rose-tinted glasses are off," adds longtime program spokesperson Oliver Rosenbauer of WHO. "Now, really tough questions are openly being asked—questions that even 12 months ago no one asked."
The program, which has spent $16 billion over 30 years, had planned to eradicate polio from Pakistan and Afghanistan this year (only the latest of many deadlines). Instead, almost four times as many cases have occurred there so far this year than in the same period in 2018. At 51, the total number of cases may still seem low, but only about one in every 200 people infected with the virus develops paralysis, meaning thousands have been infected. The virus is circulating widely: A strain from Karachi, Pakistan, has popped up in Iran. Adding to the worries, the spike occurred in the low season, when viral transmission subsides—a harbinger of worse to come in the second half of the year.
In Pakistan, national elections in July 2018 distracted government officials, and the quality of the vaccination campaigns slipped. Meanwhile, the poor, neglected communities where the polio virus lurks are increasingly refusing the vaccine. Lacking running water, sanitation, and basic health services, people face far more immediate health threats than the now-slim chance of contracting polio, and they don't understand why vaccinators arrive with only polio drops. Since the government began to jail parents who do not comply several years ago, the opposition has gone underground, with parents hiding their children or using fake finger markings to pretend they have been vaccinated.
Still no end in sight
Polio cases caused by the wild virus, which is still circulating in Afghanistan and Pakistan, are up compared with the same period last year. Meanwhile, vaccine-derived outbreaks pose a continuing problem, primarily in Africa.
Exacerbating the situation is a vitriolic disinformation campaign on social media, says virologist Mark Pallansch of the U.S. Centers for Disease Control and Prevention in Atlanta, one of the partner agencies in the initiative. Deadly attacks on polio vaccinators and their police escorts are on the rise. Still, if Pakistan's government makes eradication a national priority and puts money behind it, Sutter says, "There is a fighting chance" of success.
In Afghanistan, ongoing conflict has kept vaccinators out of broad swaths of the country. The Taliban has banned polio vaccination in some places; in others, local leaders have prohibited door-to-door polio drives. One of their concerns is that outsiders might gather information that could enable the United States to target drone strikes, some in the program say. "Polio eradication is collateral damage to the peace talks," says WHO's Michel Zaffran, who heads the global initiative. Afghanistan has not yet seen a spike in cases this year, but one is inevitable if vaccinators can't reach large numbers of children, says WHO's Chris Maher, who has been leading eradication operations in the region. Still, the program has dealt with conflict before, says Jay Wenger of the Bill & Melinda Gates Foundation in Seattle, Washington, another partner in the eradication effort: "In Syria and Nigeria we found ways to get good enough vaccine coverage to stop the virus."
In Africa, the wild polio virus appears to be gone, but the vaccine-derived viruses circulating there are just as dangerous. These strains arise when the weakened live virus used in the oral polio vaccine (OPV) mutates and regains its virulence. In rare instances, where a population's immunity is low, they can spread just like the wild virus. Last year, vaccine-derived viruses paralyzed 105 children worldwide; the wild virus just 33.
And as a result of the 2016 vaccine switch, an increasing number of children lack immunity to the type 2 virus, setting the stage for an explosive outbreak. That puts the program in a bind. "We have no choice but to keep using" the monovalent vaccine, Zaffran says. "It is all we've got. We have to live with the risk until we have a technical solution."
Two are on the horizon. A novel OPV2, genetically engineered to reduce its chances of reversion dramatically, has passed a phase I clinical trial, supported by the Gates Foundation. "It looks as good as it can now," Wenger says. The earliest it could possibly be available for use, however, is 2020. Further out is a new inactivated vaccine powerful enough to end outbreaks. "The race is on," Sutter says, "and it is very hard for me to predict which will win."

In April, dozens of Texans crowded around Infowars host Alex Jones at an anti-shutdown demonstration in Austin, Texas, chanting “arrest Bill Gates.” A New York-based tech nonprofit falsely rumored to be working with the Bill and Melinda Gates Foundation to implant vaccine microchips in people received so many death threats that it contacted the FBI. And a White House petition demanding the billionaire’s foundation be investigated for “medical malpractice and crimes against humanity” amassed half-a-million signatures in three weeks.
Conspiracy theories involving Gates have a much longer history.
In 2010, a former staffer with a government health initiative in Ghana made a shocking claim: a project partially funded by the Gates Foundation had tested the contraceptive Depo-Provera on unsuspecting villagers in the remote region of Navrongo, as part of an illicit “population experiment.”
In 2013, Fosu published another report, “Depo-Provera: Deadly Reproductive Violence Against Women.” Drawing heavily on unnamed sources, paranoid accusations and the rhetoric of right-wing anti-abortion groups, this report used the Ghana story to anchor claims of a massive international conspiracy, led by the Gates Foundation, to push dangerous contraceptives on poor black women as a means of decreasing African births and advancing “population control ideology.” Fosu brought the Rebecca Project into alliance with a network of conservative Catholic nonprofits, like C-Fam and the Population Research Institute (PRI), that had long focused on fighting reproductive rights in developing nations or at the United Nations.
His new allies began publicizing Fosu’s claims to a large audience of conservative activists, arguing that he had uncovered the smoking gun confirming their long-held suspicions.
As the head of PRI put it, “The population controllers will stop at nothing to stop African women from having children.” By 2014, the Rebecca Project was focusing full-time on the scourge of Depo-Provera. At the same time, the Gates Foundation was undertaking a new mission to radically expand contraceptive access to women in Africa, including with a new, low-dose adaptation of Depo-Provera.
In 2014, Zimbabwe’s Registrar General, Tobaiwa Mudede — the official responsible for overseeing the country’s dubious elections — warned women to avoid modern contraceptives because they caused cancer and were a Western ploy to limit African population growth. In 2015, Mudede told parliamentarians, “Western countries are bent on curtailing the population of the darker races of the world.” According to a parliamentary committee, Mudede’s campaign panicked Zimbabwean women, who flooded into clinics to have contraceptive implants removed.
In Kenya, all 27 members of the nation’s Conference of Catholic Bishops declared that a WHO/UNICEF campaign to administer neonatal tetanus vaccines to women of childbearing age was really “a disguised population control programme.” According to the bishops, the vaccines were laced with a hormone that would cause repeated miscarriages and eventual sterility.

In 2013, Fosu published another report, “Depo-Provera: Deadly Reproductive Violence Against Women.” Drawing heavily on unnamed sources, paranoid accusations and the rhetoric of right-wing anti-abortion groups, this report used the Ghana story to anchor claims of a massive international conspiracy, led by the Gates Foundation, to push dangerous contraceptives on poor black women as a means of decreasing African births and advancing “population control ideology.” Fosu brought the Rebecca Project into alliance with a network of conservative Catholic nonprofits, like C-Fam and the Population Research Institute (PRI), that had long focused on fighting reproductive rights in developing nations or at the United Nations.
His new allies began publicizing Fosu’s claims to a large audience of conservative activists, arguing that he had uncovered the smoking gun confirming their long-held suspicions.
As the head of PRI put it, “The population controllers will stop at nothing to stop African women from having children.” By 2014, the Rebecca Project was focusing full-time on the scourge of Depo-Provera. At the same time, the Gates Foundation was undertaking a new mission to radically expand contraceptive access to women in Africa, including with a new, low-dose adaptation of Depo-Provera.
In 2014, Zimbabwe’s Registrar General, Tobaiwa Mudede — the official responsible for overseeing the country’s dubious elections — warned women to avoid modern contraceptives because they caused cancer and were a Western ploy to limit African population growth. In 2015, Mudede told parliamentarians, “Western countries are bent on curtailing the population of the darker races of the world.” According to a parliamentary committee, Mudede’s campaign panicked Zimbabwean women, who flooded into clinics to have contraceptive implants removed.
In Kenya, all 27 members of the nation’s Conference of Catholic Bishops declared that a WHO/UNICEF campaign to administer neonatal tetanus vaccines to women of childbearing age was really “a disguised population control programme.” According to the bishops, the vaccines were laced with a hormone that would cause repeated miscarriages and eventual sterility.
